What is the level you need to capture a town in your settler camp. I have read all the threads on capturing towns...and none of them state what the level is that you need. Does it matter how big the town is your trying to capture or you just need to be able to command your settlers or what????

Right. So, to capture a town you need whatever level is shown in the settler camp as the level needed to build a town.

Why is it then that when you go to a town with the intent of capturing it, your troops may come back with just materials? How strong of a force do you need to actually capture the town?

Strength of the army doesn't seem to have any bearing; there is a percentage chance to capture an undefended town with each capture attempt. I have seen towns captured first hit, and I've also seen it take over 20 hits to capture one. Luck of the draw.

If your settlers are already on their way to founding a town, does that exclude you from capturing a town as well?

correct. since you can only build 1 settler camp and that settler camp is on it's way to settle to an empty lot, you don't have any settler camp left over to capture a town.
