I think that instead of having a set amount of workers in a town, you should be able to share your workers throughout all your towns. Say you have 2 towns and you are evil. Right now you can only upgrade 2 buildings at once in each of your towns, and if one of your towns doesnt need upgrades the workers just sit there. I suggest that you should be able to use those lazy workers throughout your towns, so you can upgrade 4 buildings in one town and none in the other, or 3 in one and 1 in the other. This would really help with new towns or maxed out towns, and it would not alter the game all that much.

you can send villagers to other towns using a tradecart given by some Good player;)

It will change the game...not in bad way however. But when you have 10 towns for example you could build 20 buildings at the same time in one of your towns and that is just too good :P You will only build new citys to use the lazy workers, it would end in one having a maxed out town in the first weeks of the server and tons of villages abandoned
