I got a problem see when i click on my chample
Chapel information
At this point you can house 3.300 villagers in your town.
and when i click on my town overview
i see the total of my villagers is 2109 and my No next villager: At max
so why cant my total villagers at max be 3.300?

You've put the rest of the villagers to work already. The 3300 is the working and non-working villagers together; the 2109 are the ones you still have to put to work. ;)
It could also be that you haven't used enough to hit the cap. I've noticed, even if your cap is 3300(for this example) sometimes you have a lower max (ex. at one point I had 2854/3300 but had no next villager coming.)
To counter this just keep building and it will hit the cap of 3300 when you've used a certain amount.
What Aleron is alluding to is the two factor population limit. Population is increased both by chapels AND the size of your city. As you upgrade your buildings, your population cap will grow until it eventually reaches the limit set by your chapel.
Think about it this way: a town with no jobs won't bring in people, regardless of how big their church is.
