Under what circumstance would a combat report for a battle in which the attacker has lost all its units not display the defending units, or the defending force that killed all of the attacking troops?

If you are attacking a Good town, their "defenses" are Wall and the Watch Tower. You will loose some units if their defenses are at a higher level. Walls doesn't cause damage to your troops, but Watch Towers will. You will not see a report and the levels of their walls and watch tower unless you damage them.

just as i thought, Charkh, he/she must have been spending all their crowns leveling the town watch because they knew you were coming again.
