Why is it that a fully upgraded chapel cant accomodate a fully upgraded city? I dont have enough villagers to finish upgrading my city and I cant build another chapel... Anyone know why?

It's to force you to think more tactically when deciding what buildings to have, and what levels to build them to. I fell foul of this too and had to re-plan my city! It adds another level of skill (and a little bit of luck) since you will probably end up building cities to achieve specific tasks rather than just building everything to the max without thinking. My best advice to you is experiment - see what works for you!

i think he's fully upgraded his chapel already, that's the reason for his question.
